Nigeria’s military personnel are now explicitly prohibited from engaging in acts such as homosexuality, lesbianism, bestiality, cross-dressing, and other behaviors deemed unethical under the revised Harmonised Armed Forces Terms and Conditions of Service (HAF-TACOS). The revised code, signed by President Bola Tinubu on December 16, 2024, also bars disorderly conduct, body piercing, tattooing, and drunkenness both on and off duty.
A copy of the document obtained by reporters outlines strict behavioral guidelines for officers. It states: *“An officer must not engage in homosexuality, lesbianism, or bestiality. He/she is not to belong to, or engage in activities of LGBTQIA2S+ groups, cross-dressing, or similar actions.”*
Officers are further prohibited from entering into amorous relationships with subordinates or their spouses, as well as from joining secret societies or political parties. Participation in cultural or traditional religious societies, however, is allowed, as long as these are not classified as secret societies.
The revised conditions also mandate officers to fulfill financial obligations promptly, including vehicle licensing and insurance, and discourage the misuse of government property for personal benefit. Private business ventures are strictly forbidden, and accepting gifts or favors from juniors in rank is considered a violation.
The new guidelines aim to uphold discipline and professionalism within the armed forces. However, the document does not specify disciplinary measures for those who violate these rules.
